Very under-baked idea here, but separately custom attributes (https://github.com/WICG/webcomponents/issues/1029) has been proposed. 

I wonder if this proposal could be an ingredient towards **_custom comments_**. 

Then there would be 2 lightweight baked-in customizable primitives (attributes and comments) with which to create systems like templating.
