[w3ctag/design-reviews] Explicitly tell people to use the Other Spec Review template for non-WG-driven reviews (PR #1168)

We've gotten a bunch of reviews that fill this field in with "None" or "N/A", and I want to give people a better hint before starting to close their reviews.
