[whatwg/dom] "Set an existing attribute value" algorithm checks twice if attributes element is null (Issue #1421)

### What is the issue with the DOM Standard?

In https://dom.spec.whatwg.org/#set-an-existing-attribute-value

Step 1 and 4 are duplicates

It seems to me the logical conclusion is tfor step 4 to be deleted.
