Just to report back on this thread here, but most of the original idea and motivation turned into what we've writing down in [Email Verification Protocol](https://github.com/WICG/email-verification-protocol).

It is not clear if it needs to be necessarily coupled with FedCM (or stand on its own).

I'd be happy to file a new TAG review (or re-open this one), just let me know.
