[w3c/manifest] Discuss PWA Widgets (Issue #1195)

Snugug created an issue (w3c/manifest#1195)

I'd love to have a short conversation around [PWA Widgets](https://github.com/MicrosoftEdge/MSEdgeExplainers/blob/main/PWAWidgets/README.md) if there's time. I'd be interested in feedback from Microsoft from their implementation, thoughts around usecases and user journeys with them, and generally gather wider WG feedback/interest on them.
