I started a [repo](https://github.com/justinfagnani/dom-templating-api-proposal) with a DOM template API proposal and a start on an [explainer for a tree-ware scheduling API](https://github.com/justinfagnani/dom-templating-api-proposal/blob/main/DOM-SCHEDULER.md) and a [prototype](https://github.com/justinfagnani/dom-templating-api-proposal/tree/main/packages/dom-scheduler-prototype).

I tried to answer the two questions here about timing and tree mutations. There's also a mention (though no answer) of priorities and pausing subtree tasks.
