I would suggest adding a note to the bottom of the section explaining that this used to be a bit different. That way it's there for those who are looking for it, but is not in the way for those who just need to know what the validation rules actually are, which I suspect will be the primary audience.

Keeping PIs as-is for now seems okay, especially if there's no shared code path anyway in implementations. Perhaps if we ever do XML5 or something of that nature we can revisit.
