I believe this [matches Chromium's existing behavior](https://source.chromium.org/chromium/chromium/src/+/main:net/cookies/cookie_base.cc;drc=1d545578bf3756af94e89f274544c6017267f885;l=244), though I'd want to test it to make sure I'm remembering the code correctly.
