[w3ctag/design-reviews] Add prefetchCache and prerenderCache to Clear-Site-Data header (Issue #1091)

I'm requesting a TAG review of the feature for adding _prefetchCache_ and _prerenderCache_ values to Clear-Site-Data header.

We propose adding two new values to the [Clear-Site-Data](https://w3c.github.io/webappsec-clear-site-data/#header) header to help developers target clearing the prerender and prefetch cache: _prefetchCache_ and _prerenderCache_.
