[w3ctag/design-reviews] Horizontal Review of Decentralized Identifiers v1.1 (Issue #1086)

This is a request for a horizontal review of Decentralized Identifiers v1.1. The TAG has reviewed this specification before, and the current review is a request for a review of a minor point release of DID v1.1. This v1.1 revision does not allow any class 4 changes and the only substantive changes that have occurred since v1.0 have been:

* Depending on the Controlled Identifiers v1.0 specification (also reviewed by TAG).
* The following class 3 changes: https://github.com/w3c/did/issues/?q=is%3Aissue%20state%3Aclosed%20label%3A%22class%203%22

From a normative standpoint, the document remains largely the same to the v1.0 specification.
