+1 to [Symbitic](https://github.com/Symbitic) template concern. 
The **XSLT bended into HTML** seems fit the bill of 
* functionaly complete template
* already supported by browsers
* already supported by IDEs

The [POC](https://github.com/EPA-WG/custom-element) is available to play with.
It is compatible with modular development using import maps, supports non-shadow insulation for styling, etc.
