After discussing this with Alex and going over the WPT tests in particular we decided that encoding the final space as %20 would be safer as there's less data loss in that case. We're willing to attempt to ship that behavior in WebKit as it's a solid improvement over the status quo. Provided everyone is still on board I'd like to make this change to the standard. I updated #844 and the tests.
