The ["ContentEditable"](https://github.com/w3c/contentEditable) document falls within the scope of the current charter, so there is no need to recharter the group to publish it as a Note or FPWD.

Since all group members agreed that the document has significant value, I will initiate a transition request to seek approval for publishing it as an FPWD, with the indication that it will later be published as a discontinued draft.
