I would continue to prefer that we pursue buckets as an avenue for time-based cleanup for ServiceWorkers because it addresses the problem of cleaning up the resources associated with the ServiceWorker, thereby aligning the interests of the site and the user.

Additionally, the problem domain is better aligned with Gecko's Quota Management subsystem which tracks access timestamps and which is already responsible for automated clearing of buckets for reasons of storage pressure and time.
