[w3c/push-api] Add app badge to Declarative Web Push (PR #402)

This is a copy of #385 so we can remove the app badge feature there and get it landed. After that this can be rebased and turned into an app-badge-specific PR. Hopefully this way I don't have to remember too much about how I did it.
