sorvell left a comment (w3ctag/design-reviews#1000) Currently `@import` [cannot be used](https://drafts.csswg.org/cssom/#the-cssstylesheet-interface) in a constructed stylesheet. Constructed stylesheets are widely used with Shadow DOM.
