I believe @noamr actually wrote a test for this case a couple years ago in [wpt/preload/preload-dynamic-csp.html](https://github.com/web-platform-tests/wpt/blob/4df9b1da31985e3bd9cb6f4bb619999827cef895/preload/preload-dynamic-csp.html). We can probably update the test expectation at the end to be "load" instead of "error". I created a PR for that at https://github.com/web-platform-tests/wpt/pull/50204.
