[w3c/ServiceWorker] CfC: publish a new Candidate Recommendation Snapshot of Service Worker in the WebApps WG (Issue #1741)

This is a Call for Consensus to publish the Service Worker spec as a Candidate Recommendation Snapshot (CRS) in the WebApps WG.

This is a follow-up to issue #1739 . You can find the latest Candidate Recommendation Draft of Service Workers at:
