Ah thank you, I completely missed that. I've never in my life seen this many comments on a closed issue AFTER it was closed. :)

It does seem like there's still a lot of discussion here about whether a different URL scheme is the best solution to the problem - https://github.com/whatwg/url/issues/577#issuecomment-1849059109 points out there are at least four different alternatives. Given that I'd argue this issue should be reopened, unless there is another active issue or RFC out there tackling the same problem.
