Re: [w3c/uievents] Event order between "compositionend" and "input" (#202)

I'm trying to dispatch redundant `input` event whose `isComposing` is `true` for now in [bug 1941973](https://bugzilla.mozilla.org/show_bug.cgi?id=1941973). See also [my post in dev-platform](https://groups.google.com/a/mozilla.org/g/dev-platform/c/yAbeVQR2D4Y).

(I'm really hoping that this issue will be fixed soon...)
