Chrome has a clipboard permission that is required to read from the clipboard (without a gesture).

This is in place (a) because gestures are generally inadequate protection, and also (b) to support the usage scenario of background clipboard sync, which has no user interaction but is an important part of remote access (local client browser connecting to remote host).
