@johanneswilm thank you for your explanation—I now have a better understanding of the issue.

I like the proposal to add a deliverable to the charter. The six-month timeline should include 1–2 months for gathering feedback from the WG participants, 1–2 months for collecting input from other working groups(especially the horizontal review groups), and 1–2 months reivew from all W3C Members. We can start drafting a new charter right away to see how we can better achieve the related work.
