The current WebEditing WG charter states that the EditContext API is one of the Normative Specifications and includes the following provision:

> Depending on the working group progress, including interest from multiple implementers, the Group may also produce W3C Recommendations ... (for ) Primer or Best Practice documents to support web developers when designing applications.

This means it is acceptable to publish REC-track documents, including FPWDs and Discontinued Drafts for "ContentEditable", as a primer or a supporting document for EditContext. Florian has further explained why an FPWD + Discontinued Draft approach is preferable in terms of patent commitments.
