[whatwg/dom] MutationObserver improvements meta-issue (Issue #1439)

I recently did some research on what open `MutationObserver` proposals there are and their status, and figured it may help others too, so I’m opening this to track them. 

Perhaps someone with permissions could add them as child issues or assign them a label (happy to do it myself if someone wants to give me deh powah). 

If I missed any feel free to edit this and add them, or comment and I'll edit it myself.
