I would add another type (such as "PCM") to [haptic effect type](https://www.w3.org/TR/gamepad/#dom-gamepadhapticeffecttype), define a new structure that contains the PCM data and then make the second parameter of [playeffect](https://www.w3.org/TR/gamepad/#dom-gamepadhapticactuator-playeffect) a union of this new structure and [GamepadEffectParameters](https://www.w3.org/TR/gamepad/#dom-gamepadeffectparameters).
