That proposal is outdated. What's being implemented in the browser is described in https://github.com/whatwg/html/issues/10854 and related spec PRs. See https://github.com/web-platform-tests/wpt/tree/master/custom-elements/registries for concrete usage.

I'd also note that while integration of scoped custom element registries with type script might be of interests to some developers, this issue tracker is not an appropriate venue to discuss it. This GitHub issue tracker is for discussing spec proposals and issues, not a general forum to ask questions about web components.
