[w3c/push-api] Drop permissionState()'s argument? (Issue #417)

annevk created an issue (w3c/push-api#417)

I don't understand why it has one. It was added in https://github.com/w3c/push-api/pull/131 but the method steps were not adjusted to account for it. @beverloo @mvano what gives?
