[whatwg/fetch] Build a bridge for "cookie default path" (PR #1848)

This is needed to properly solve https://github.com/whatwg/cookiestore/issues/242. https://github.com/httpwg/http-extensions/issues/3194 has been filed to eventually document this dependency.
