[whatwg/encoding] Editorial: align even more with Infra (PR #349)

In particular:

- Follow more code points with their representation.
- Rename lead and trail to leading and trailing.
- Define the types of concept members.
- More "then" following "If".

This fixes #242 and fixes #304.
