[w3c/permissions] Add WebDriver BiDi command to restore the permission state set before the update with `permissions.setPermission` command (Issue #462)

lutien created an issue (w3c/permissions#462)

It seems like test clients might want to restore the permission state which was set before `permissions.setPermission` command was called.
See: https://github.com/microsoft/playwright/pull/35662#issue-3003238526. We could have a special command to do this.
