`unknown` means there is a compression that's not recognized by the browser
`empty string` means there is no compression.
We would like to distinguish the two. In this discussion thread: https://github.com/w3c/resource-timing/issues/381, [nhelfman](https://github.com/nhelfman) points out that the two situations need to be distinguishable.
