[w3c/ServiceWorker] Avoid Using "anchors" Block for Referencing Other Specs in Bikeshed (Issue #1763)

Per the discussion in https://github.com/w3c/ServiceWorker/pull/1762#discussion_r2012635371. 

The current use of the "anchors" block in the Bikeshed file to reference definitions from other specifications (e.g., HTML, Fetch, Storage) is problematic. So,

1. Remove references to W3C Specs from the "anchors" block.
2. Use link-defaults for common definitions.
