[w3c/uievents] [PointerLock] Unifying the UI for user authorization for Pointer Lock API (Issue #384)

As shared through the [Chrome Blog](https://developer.chrome.com/blog/keyboard-lock-pointer-lock-permission?hl=en),  upcoming chrome release will add the user prompt for the Pointer Lock & Keyboard Lock API.

From the contents provider's stand point, we hope to have the similar interfaces across browsers. 

- Need to provide consistent mechanism to determine whether the User prompt required or not.
- Need to have the consistent setting UI for guiding the users to allow the permission for the Pointer Lock.
