Re: [w3c/uievents] Insert Key is not part of the spec as a modifier key (#273)

I'm wanting to use insert as a modifier key so that I can send the ANSI code to change my cursor shape.  Right now, the cursor doesn't change in Windows Terminal and it drives me bonkers.

Not sure if i can do that with this, but that's the motivation that got me to this comment box.
