[w3c/clipboard-apis] beforecopy, beforecut, and beforepaste events (Issue #222)

https://github.com/w3c/clipboard-apis/issues/25 removed these events, but that was before we required implementer agreement for changes.

It seems that Chromium and WebKit both expose all of these on documents and elements as event handlers. If we keep them I think we should move them to `GlobalEventHandlers`.
