This proposal is still in the Ideation phase, so its going to be a while before any implementations land in browsers. The last time the WCCG had a chance to discuss this idea with implementers, they said we needed to narrow down the use cases even further. Since then we've moved forward with trying to separate the "open-stylable" use cases from the "theming" use cases. I think we all agree that they are different.
