Re: [w3ctag/design-reviews] Mirror design reviews to a private discussion repository (PR #987)

I think we're going to need to refer back to the original thread while thinking about the private discussion, so it's not going to help much to mirror the comments. The comments can also add a bunch of noise when people start side discussions on the thread. 

Amending a claim I made in the Breakout, I think cloning into sections of the OP is reasonably straightforward to put into this script, but I'd still rather either avoid doing it, or wait until we have some experience with this repository and it turns out to need the comments.

Note that because these private threads link to the public threads, Github will add a back-link that's only visible to people who can see the private thread. e.g. I see https://github.com/jyasskin/test-design-reviews/issues/4 as

But you probably don't see that link.
