Re: [w3c/push-api] Declarative Web Push (Issue #360)

Status update:

- [ ] The JSON format and `push` event modifications (to support the `mutable` field for which I further substantiated the use cases in https://github.com/w3c/push-api/issues/391) are being standardized here (the PR needs to standardize additional fields still and a couple of details need to be changed, such as how we validate the JSON members): https://github.com/w3c/push-api/pull/385
   - [ ] For this to be fully done the Badging API will need an update: https://github.com/w3c/badging/issues/111
- [ ] Making `PushManager` available in a window environment is being discussed here (the PR needs significant rework as per the discussion): https://github.com/w3c/push-api/pull/368
- [ ] Allowing `Notification` objects to specify a navigable URL is standardized here (I consider this one to be ready): https://github.com/whatwg/notifications/pull/213

We will be updating our implementation in WebKit to reflect the above.
