[w3ctag/design-reviews] Paint/presentation timestamps in performance APIs (Issue #1013)

Aligning different paint-related timestamps in all the relevant performance APIs, by having one "interoperable" timestamp
and one coarsened platform-specific "VSync" (or "pixels on screen") timestamp.
