[whatwg/dom] Define iteration order of inclusive ancestors in "remove" (Issue #1322)

### What is the issue with the DOM Standard?

https://dom.spec.whatwg.org/#ref-for-concept-tree-inclusive-ancestor%E2%91%A1 this step doesn't define the iteration order of inclusive ancestors.
