In the specification activation behavior is associated with the event target, not the event. And it&#39;s very much tied to `click` events as well.

(This reminds me a bit of the &quot;event group&quot; concept in https://www.w3.org/TR/2003/NOTE-DOM-Level-3-Events-20031107/events.html#Event-groups.)
