Re: [w3c/manifest] Add a "tabbed application" mode (#737)

Following up this thread: tabbed app mode is incubating in the [manifest-incubations repo](https://github.com/WICG/manifest-incubations). We have [spec text](https://wicg.github.io/manifest-incubations/index.html#dfn-tabbed) in there.

Meanwhile, the feature is shipping in Chrome 126 (only on ChromeOS).

We'll keep this issue open here, as it hasn't landed in the Manifest repo (requiring a second implementation).
