Could you share an example of how you propose "implementation-defined" behaviors should be documented?

The reality of this space is that browsers have by-design differences that have prevented interop from being achieved. In the absence of interop, documenting behaviors in the spec can still be useful to minimize compat issues that could arise from a lack of interop.
