[w3c/pointerlock] Propose to add a static field to indicate whether `unadjustedMovement` is supported. (Issue #90)

In PR#49, unadjustedMovement of `PointerLockOptions` might not be supported on all platforms. A static field could be useful to determine whether it is supported before directly using it in `PointerLockOptions` and get a not supported error.
