Yes, that's [the same issue](https://github.com/w3c/csswg-drafts/issues/10091) I referenced [above](https://github.com/WICG/webcomponents/issues/909#issuecomment-2021672205) and [previously](https://github.com/WICG/webcomponents/issues/909#issuecomment-2013234972).
