Yes, a compiled list of user stories and requirements would be helpful.

These are the[ use cases addressed](https://github.com/htmlcomponents/shadow-layers?tab=readme-ov-file#use-cases-addressed) by the shadow layers proposal.  As mentioned, I think they may be a bit over-broad particularly as to coordination scenarios; I'd suggest [essential requirements](https://github.com/WICG/webcomponents/issues/909#issuecomment-2000272076).

The user stories [you listed](https://github.com/WICG/webcomponents/issues/909#issuecomment-1889878661) are ones I have encountered also, and hope they are covered by the shadow layers proposal and any other proposal.
