https://github.com/WebBluetoothCG/web-bluetooth/issues/621 points out that APIs like Web Bluetooth use the "prompt the user to choose" algorithm to ask the user to select between a set of options but it may be the case that the set of options changes over time. For example, a new Bluetooth device may come into range while the user is making their choice.
