Re: [whatwg/dom] Ability to reset an AbortSignal.timeout (Issue #1263)

`fetch()` has some more detailed timer tracking issues for cases like this: https://github.com/whatwg/fetch/issues/179 & https://github.com/whatwg/fetch/issues/180.  Perhaps they ought to be options for streams instead, interesting thought.
