This is what we settled on at TPAC - see my comment [above](https://github.com/w3c/manifest/pull/1101#issuecomment-2091849671). To be compatible with what is needed for I18N, for each localized field, we need the local language lookup key, which resolves either a simple string that is used, or a object with "value", "dir", and "lang".
