Re: [w3c/manifest] Less specific description for "dir"=auto (PR #1135)

I’ve updated the normative text for `dir` and `lang` based on the discussion in https://github.com/w3c/manifest/issues/1081 and https://www.w3.org/TR/string-meta/#bp-lang-dir-unknown.

@aphillips I’m unsure if (and from where) _string direction_ and _first-strong detection_ should be cited.
